2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING ACTIVITIES - <br />MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS. <br />(3) Mine Facilities <br />(a) Narrative and Maps <br />(b) Existing Structures <br />WEST MINE FACILITIES <br />The mine facilities at the West Mine were constructed for short- <br />term use thereby reducing disturbed areas and associated <br />impacts. Once construction of the North Mains by-pass was <br />completed in mid 1993 coal was conveyed underground directly to <br />the coal processing facilities at the East Mine. From 1987 to <br />mid 1993 coal was processed with a portable crushing and <br />screening facility at the West Mine and trucked to the existing <br />truck dump and train load-out facilities. The temporary coal <br />handling facilities at the West Mine were removed during 1993. <br />An electrical sub-station is necessary to transform high voltage <br />power to usable mine power. An electrical line connects the <br />existing 96 KV line to the West Mine facility. The substation <br />and powerline was removed during 2000. <br />A fueling area to supply diesel fuel and lubricants for the. <br />diesel haulage machinery was also constructed at the West Mine. <br />Because of the short-term use of this area, all tanks are above- <br />ground structures and are contained within berms or walls to <br />control oil and grease spillage. This fueling area was removed <br />during 2000. The footers remained and were buried in the <br />backfill of the West Mine Portal Bench. <br />A concrete pad was constructed adjacent to the existing fuel and. <br />lubricant storage area on the west end of the shop located at <br />the West Portal Bench area. The pad is approximately 0.5' <br />thick, 50' long, and 15' wide. The pad was sloped to drain into <br />the existing sumps. This pad was buried in the backfill of the <br />West Portal Mine Bench. <br />An area approximately one acre in size located north of the West <br />Mine sedimentation pond was constructed for material storage. <br />Topsoil was stripped and stored for this area during <br />construction so that the area could be utilized for equipment <br />staging and storage. A drainage ditch and PVC pipe were <br />constructed to route runoff from the material storage area to <br />the sedimentation pond. The sedimentation pond, pipe, ditch and <br />material yard was reclaimed in 2001. <br />Two ventilation fans with steel evase and upcast structures were <br />installed at the West Mine vent shaft/fan site. These fans were <br />removed in 1997 and 2000 with the shaft backfilled in 2000 and <br />reworked in 2001 for settling. <br />A rock dust storage bin was also installed at the West Mine <br />site. This storage bin was removed during 1999 and the <br />foundations for it were left in the backfill during 2001. <br />I • An additional concrete foundation was poured between the West <br />Mine shop and the crushing and screening foundation.
