While at Northern, Mr. Leaf assisted in the integration of asub-alpine watershed simulation model <br />(WATBAL) into Northem's Stream Ftow Forecasting Program for Windy Gap. <br />Mr, Leaf was employed as a Hydraulic Engineer with [he U.S. Corps of Engineers in Chicago, III. from 1987 - 1988. <br />His duties included [he preparation of Flood Insurance Studies using HEC I and HEC II hydrologic and hydraulic <br />computer models. Mr. Leaf also assisted in the optimization model development of the Illinois Waterway. <br />Mr. Leaf was employed as an Environmental Engineer with the U.S. EPA, Region V from 1988 - 1990. He was <br />Project Manager in the Public Water System Supervision Program for the states of Illinois, Wisconsin and Indiana. <br />Mr. Leaf was employed with [he Centrai Colorado Water Conservancy District as a Water Resources Engineer from <br />1990 -Apri12003. His duties with Central included the development and administration of a substitute supply plan <br />for Centtal's 1,000 member wells, general design engineer, principal researcher for numerous non-point source <br />contamination watershed projects, the preparation of engineering evaluations used in Division I Water Court for <br />numerous change-of--use water rights cases and all duties pertaining to technical issues associated with the Central <br />District. Mr. Leaf is presently the District's consultant. <br />Mr. Leaf is the president of Leaf Engineering, Inc..
