CO[JCLUSI0:J5 OF LAW 1. This is a proceeding brought under the provi- sions of the Water Right Determination and Administration Act of 1969, as amended, C.R.S. §37-92-101, et. seq. • 2. A plan for augmentation or change of water riyht should b2 approved if such change will not injuriously affect the owner of or persons entitled to use water under ~ vested t•rater right or a decreed conditional water right. The change proposed herein by P.pplicant, if gr.-anted subject to the conditions herein set out, will not zrdversely affect owners of or persons entitled to use water under a vested water right or a decreed conditional water right, and should be approved.
