Long
Orv,uon Dueaor
During the Division's regular monthly inspection of May 1999 at the Hayden Gulch Mine you
requested that water monitoring at Hayden Gulch Mine be discontinued. Your request was made in
anticipation of the Division's recent proposed decision to approve Bond Release Application No. 3 •
(SL-3) for the Hayden Gulch Mine.
The Division believes that water monitoring at Hayden Gulch Mine is no longer necessary as indicated
by the impacts to surface water and ground water that are listed on pages 13 and l4 of the Division's
• findings document prepared for SL-3, dated May 25, 1999. Also, on page 15 of that findings
document, the Division found that the permittee, H-G Coal Company had successfully completed all
surface coal mining reclamation operations in accordance with the approved reclamation plan. Those
operations included the mine's water monitoring plan. Based on the completion of the water
monitoring program, and the Lack of a technical basis for further monitoring, the Division approves
cessation of further water monitoring at the site. I discussed this approval with David Berry, Coal
Program Supervisor, on Lune 23, 1999 and he expressed his support.
Cessation of water monitoring will be consistent with the intentions of the remaining mining and
reclamation permit. When the proposed bond release becomes final, the Hayden Gulch Mine reining
and reclamation permit azea will be reduced to 6.8 acres comprised of three shrub enclosures and a
slump azea. The purpose of maintaining bond liability on this 6.8-acre remnant of the original 1276-
acre permi[ area is to ensure successful revegetation and for demonsvating ground stability.

If you have questions or are in need of additional information, please contact me.
Sincerely,
r~ ~..V
Tom Kaldenbach
Environmental Protection Specialist
• cc: David Berry, CDMG TR - G$'
JAN 1 3 2000
