Well Drilling <br />The following drilling standards apply to conventional rotary and cable-tool drilling techniques. <br />3.1. General Objectives <br />The operator shall: <br />(a) ensure that all casing, tubing and equipment used in the drilling of a well is in good condition <br />and adequate for the depths to be drilled and the pressures that maybe encountered; <br />(b) plan and effect a casing and cementing program for the well to protect all fresh water horizons <br />and all potential oil-bearing orgas-bearing horizons penetrated during drilling operations and <br />to prevent the migration of oil, gas or water from one horizon to another; <br />(c) ensure that all fluid produced or recovered from a well during drilling operations is handfed and <br />disposed of in a manner that will not interfere with the rights of any person; and <br />(d) ensure that oil field fluid, oil, refuse and any flammable products from a well are not handled or <br />disposed of so as to, <br />(i) create or constitute a hazard to public health or safety, <br />(ii) run into or contaminate any fresh water horizon or body of water or remain in a place <br />from which it might contaminate any fresh water or body of water, or <br />(iii) run over or damage any land, road, building or structure. <br />3.i.1. Restricted Drilling Areas <br />No person shall bore or drill an exploratory or development well: <br />(a) within 50 meters of any high voltage power line, road allowance, railway, transmission pipeline <br />or other utility right of way; <br />(b) within 75 meters of any dwelling, commercial or industrial building, school, church or place of <br />public assembly; <br />(c) on land, within 100 meters of the shoreline; and <br />(d) in water-covered areas, within 800 meters of the shore-line or within 800 meters of the <br />International Boundary. <br />1 <br />3.2. Drill Sump <br />1 Prior to spudding the operator shall: <br />(a) construct earthen sumps, reserve pits and mud circulation pits as required; or <br />(b) provide tanks for such purposes. <br />3.2.1. Sump Construction <br />Where earthen pits or sumps are constructed the operator shall: <br />(a) provide a 1 metre dike and temporary fencing around the sump; <br />(b) install a impervious liner when: <br />~ (i) the depth to groundwater is within 2 metres of pit bottom, or <br />(ii) where ground conditions are other than clay, and <br />~ (c) maintain fluid levels 0.5 metre below the base of the dike. <br />I <br />1 <br />s <br />tea. <br />
