Acopy of the entire reclamation plan will be provided Fort Carson for <br />review as requested. <br />a. Fugitive dust permit - The applicant has requested a certificate of <br />"grandfathered" status from the Permit Section, Air Pollution Control Div- <br />ision since this mine has been operated continuously for over 90 years. I <br />have been advised by the Permit Section that this has been approved, and <br />the certificate is forthcoming. <br />b. Items 11 R 12 - Primar,V.' Future Land Use and Primary Present Land Use. <br />Would you please consider a change of these 2 items to "military training <br />activities as requested by Fort Carson since this is in fact the case. In <br />consultation with SCS and Mr. Belew of Fort Carson, a range land reclamation <br />plan appeared to best fit this usage. <br />c. The reclamation plan agreed to by the applicant does reflect the recomm- <br />endations of the U.S. Soil Conservation Service and the Natural Resources <br />Office at Fort Carson. This plan was developed and agreed upon at an on-site <br />meeting with Gary Belew - Fort Carson, Ken Lair - E1 Paso County SCS, Don <br />Looper - manager DFC Ceramics and myself. A copy of Mr. Lair's report was <br />sent to Mr. Belew and me. I subsequently forwarded a copy to you for incl- <br />usion in this application. <br />d&e. It is this consultant's and the-applicant's opinion that these 2 items <br />are outside the purview of the Mined Land Reclamation Division. These 2 <br />items can be affirmed by the applicant and Fort Carson <br />
