Co ~ er 1 E t~ e.r , <br />Subject: Regular 112 Reclamation Permit Application <br />Yankee Gulch Sodium Minerals Project <br />Dear Carl <br />The Mineral Rules and Regulations of the Colorado Mined Land Reclamation Board require <br />that all non-coal mining operations in Colorado comply with the Mined Land Reclamation <br />Act, Section 34-32-101 et seq., C.R.S., and 2 CCR 407-1. Regular (112) Operations are required <br />to obtain a Regular 112 Reclamation Permit. American Soda, L.L.P. (American Soda) proposes <br />to develop and operate a commercial nahcolite solution mining operation near Meeker, <br />Colorado, with associated processing facilities near Parachute, Colorado. The purpose of the <br />proposed Yankee Gulch Sodium Minerals Project (Yankee Gulclr Project) is to recover <br />naturally occurring nahcolite under the Yankee Gulch Joint Venture Leases (Yankee Gulch <br />Leases) and produce sodium products at a profit. The Yankee Gulch Project will be a Regular <br />(112) Operation because it will affect 10 acres or more of ground surface and will extract 70,000 <br />tons or more of mineral per calendar year. <br />American Soda hereby submits a Regular 112 Reclamation Permit Application (Permit <br />Application). Hence, the following documents are enclosed. <br />• the original Application Form (signed and notarized) <br />• a $1,875.00 check for the new application fee <br />• five copies of the Permit Application including copies of the Application Form and <br />Exhibits A through T and Rule 6.5 <br />• five copies of the Permit Application enclosures including: <br />the Soil Conservation, Erosion and Sedimentation Control, Reclamation, and <br />Revegetation Plan (Reclamation Plan) <br />the confidential Agapito Associates, Inc.
