4.3.4.3 Classification of the Wastes <br />• The primary regulation governing classification of solid waste is the Resource Conservation and Recovery Ad <br />of 1976 (RCRA). Section 3001 of these regulations pursuant to this ad sets the criteria for determining <br />whether solid wastes are hazardous or non-hazardous. Of these criteria, corrosively and toxicity are <br />applicable to utility wastes. Radioactivity currently is not used as a criterion for hazardousness. The fly ash <br />and bottom ash from the Hayden test bum have been subjeded to test procedures proposed in the <br />December 18, 1978 Federal Register. The December 18, 1978, proposed criteria were made final in May <br />1980. <br />The flY ash and bottom ash are not corrosive. The pH of an aqueous exlred of the fiY ash was 11.4, while <br />the pH of an aqueous extract of the bottom ash was 8.8, bdh within the certosivity bounds of pH of 3-12 as <br />specified by the RCRA, Sedion 3001. This aqueous extract was generated using the Method A of the ASTM <br />leaching extredion procedure for wastes. Actual cerrosion tests of the aqueous ezlreds were not conducted <br />as previous tests of similar fly ashes cenduded by Radian indicate low certosion rates using SAE 1020 <br />carbon steel coupons. <br />Fty ash from the test bum was cemposded and subjeded to the RCRA (December 18, 1978) Extredion <br />Procedure (EP) to determine the potential toxidly of the fly ash.
