v
• The major topsoil salvage limitations will be the saturated soil conditions associated
with map unit 238; the surface silty clay textures of map unit 25E; the subsurface clay
and silty clay textures of map units 2VD, 2VE, 12E, 238, and 25E; steep slopes; and
shallow to moderately deep sandstone bedrock associated with map units XBE and 53E. No
suitable topsoil is available to be salvaged from portions (i.e., about 304) of the poorly
drained 238 soil map unit. However, all suitable topsoil will be salvaged whenever
deeper, localized ground water conditions are encountered within this map unit during the
topsoil salvage operation.
The high ground water level would severely restrict the mobility of topsoil salvage
equipment. Second, considerable irrepairable physical damage would occur during the
handling of the saturated soil. A saturated soil has a very weak aggregate stability.
Consequently, soil structure would be destroyed by puddling and severe compaction would
occur during topsoil salvage, stockpiling, and replacement. The resultant large, dense
clods would be nearly impervious to root penetration.
Since many map units have moderate to high clay contents, topsoil salvage operations will
• occur when the soil profiles are not saturated. Localized inclusions of sandstone rock
outcrop and areas of high coarse fragment content will be avoided during topsoil salvage.
Steep slopes will increase topsoil losses slightly during brush clearing and topsoil
salvage. The mean topsoil salvage depths presented in Table 9-7-1 and Exhibit 9-1 have
been adjusted for all of the aforementioned limitations.
Topsoil Replacement
Salvaged topsoil will either be hauled directly to and redistributed on regraded spoil
areas or stockpiled at location L-L (Exhibit 12-1, Operations Plan). Approximately 1.6
feet of suitable topsoil is available to be replaced within the East Wadge Extension area.
The current, approved topsoil replacement depth for Seneca II Mine is 1.0 feet (Attachment
9-4, Topsoil Balance).

9-7-9 Revised 05/16/88
