3-2
• The following sections identify proposed methodology for restoring areas disturbed by the
operation to a condition equal to, or greater than, the highest previous use in accordance with
the rules and regulations of the Colorado Mined Land Reclamation Board and the Office of
Surface Mining. Topics presented include:
Pre-Mining Topography -Steep Slope
Post-Mining Topography
Topsoil Placement and Seedbed Preparation
~ Mulching and Seeding Procedures
Revegetation and Evaluation of Revegetation
o Hydrologic Restoration
Reclamation Schedule and Costs
o Abandonment
Reclamation techniques presented in the following sections have been developed from the
state of the art technology and are applicable to site conditions. As the reclamation program
progresses, CMLR approved modifications in the plan will be made to keep methods current.
The lower portion of the affected area will be returned to approximate original contours
(AOC), but the mine bench area will not. The mine bench area was disturbed prior to the
enactment of the Surface Mining taw under the authority of an approved USGS exploration plan.
Grand Valley has no record of the pre-mining topography. In response to Stipulation #11 of the
July 5, 1985 permit approval, Salt Creek contracted with Air Photo Surveys and Global
Engineering, Inc. to prepare a map of pre mining topography. The basis of mapping was a pair
of stereo aerial photographs taken for the USGS on July 2, 1967. The photos were taken prior
to any mining activity and are at a scale of 1:10,000. Because of the small scale of the photos,
expansion to a scale of 1 inch equals 400 feet was the largest possible and the resultant map is
rough. To refine the interpretation of the slopes on the map, the contractor used a parallax bar
and the original photos to determine the original slopes in the mine bench area.
•
M~ Valume 1 4.29-96
