3-21 <br />3.7 ABANDONMENT <br />• The total abandonment of the complex will involve the following: <br />o Total removal of all structures, roads, temporary diversion structures and <br />sedimentation ponds. <br />o Recontouring of affected areas to correspond with the hydrologic balance of the area. <br />o Revegetation in a manner that is compatible with the existing plant communities and <br />slope of the land. <br />o Return of the area to its former uses, and in a manner that is suitable for such use. <br />3.7.1 REMOVAL OF SURFACE STRUCTURES <br />At the conclusion of the project as herein described, all mine support facilities will be <br />removed from the site, the area will be recontoured as shown on Figures 3.1-I and 3.1-2, topsoil <br />will be spread, and revegetation will proceed. All signs of the operation including telephone poles, <br />concrete pads, scrap, and etc. will be cleaned up and either removed or sealed within the mine. <br />Any concrete from foundations and other sources will be hurried at least four feet below the final <br />• grade in locations other than the reclaimed channels. <br />Coal stockpile areas will be cleaned, recontoured, topsoiled and revegetated. <br />3.7.2 PREVENTION OF PUBLIC HA2'ARDS <br />Upon permanent cessation of underground mining activities the mine portals will be sealed <br />and the envies backfilled with incombustible material. The seals will be constructed in addition to <br />backfilling the entries with incombustible material. Seal design and construction will be in <br />accordance with an MSHA approved plan and will be in compliance with 30 CFR 75.171 I. <br />u <br />Mc Volume 1 1012.97 <br />
