S[evetts, Senior Environmental Protection Specialist
CC: Division 2 Office; District 14 Water Commissioner RECEIVED
FROM: Dick Wolfe, P.E.~W MAR 0 9 1998
RE: Two Rivers Pit, File No. M-98-010
Operator: Kirkland Construction, Contact: James Division of Minerals & Geology
Kirkland, 719-489-3385
Section 17, Twp 21 S, Rrtg 61 W, 6th P.M., Pueblo County
CONDITIONS FOR APPROVAL
® The proposed operation does not anticipate exposing groundwater. Therefore, exposure of ground
water must not occur during or after mining operations.
® The proposed operation will consume ground water by: ^ evaporation, ®dust conhol, ^
reclamation, ^ water removed in the mined product, ^ processing, ®other: Gravel Washing
Prior to initiation of these uses of ground water, the applicant will need to obtain either a gravel pit
or other type of well permit, as applicable. However, prior to obtaining a permit, an approved water
supply plan or decreed plan for augmentation is required.
^ Prior to approving a well permit, the applicant must conduct a field inspection of the site and
document the locations of all wells within 600 feet of the permit area. The applicant must then
obtain a waiver of objection from all well owners with wells within 600 feet of the permit area or
requests hearing before the State Engineer.
® Other: Need to indicate source of irrigation water for revegetation.
COMMENTS: Mining permit application documents indicate planned mining to a depth of 30 fee[. Well
perntit data in the same section (summary attached), at approximately the same elevation, shows the static
water level at 19-35 feet deep, w-ith three of five wells at maximum depths of 26-35 feet. In addition, the
mining application mentions an existing stock pond m the east half of the pit area, which presumably is
groundwater-fed. These data appear to contradict [he applicant's assertion that groundwater will no[ be
encountered during [Wining.
The applicant plans to use Carl Pantaleo wells for dust control, and gravel washing, if needed. Wells
permitted to Pantaleo in [his section are permitted for irrigation purposes only. Industrial uses are illegal,
and would require an approved substitute water supply plan to become legal.
The applicant may contact the State Engineer's Office with any questions.
