• Initial stripping and drain construction began in 1983, with the first refuse <br />placed in 1984. The sedimentation pond was constructed and the valley floor <br />stripped to allow initial drain and refuse placement. Stripping involved removal of <br />the overburden soils down to bedrock within about the first 150 feet north of the <br />toe. From this point stripping of limited vegetation and topsoil was performed. <br />Photographs show the stripped area near the toe of the RDA and the initial drain <br />segment (Fig. 4). Mr. Febbraro indicated a specific excavation for the keyway <br />buttress shown on the design plans (reproduced on Fig. 4) was not specifically <br />performed because the grades at the toe area were relatively flat. We do not believe <br />the keyway cut was required due to the flat grades near the toe of the RDA. <br />The internal drain consisted of sandstone rock placed in the valley 8 feet high <br />by 16 feet wide and covered with Mirafi filter fabric. The rock was primarily 2 to 3 <br />• feet in diameter with occasional 4-foot diameter pieces. Initially, the sandstone was <br />obtained from a quarry operation about 3/4 of a mile to the west of the RDA site, <br />north of Highway 12, in an area referred to as Pete's Hill quarry. As the RDA <br />elevation increased, sandstone ledges within the RDA site were exposed and drain <br />rock was obtained from these ledges. The drain was split into two sections to follow <br />the diverging valley. <br />Febbraro Construction Company has returned to the site 5 or 6 times over the <br />last ten years to continue drain installation further up the valleys as required. The <br />grading, cover material and seeding of the existing RDA face was performed by <br />Febbraro. They continued to perform stripping and underdrain extensions until early <br />1993. <br />• <br />7 <br />
