No new support facilities will be located within <br />the amendment area. <br />Temporary Relocation for CC Company West Lateral Ditch Although the Colorado <br />Cooperative Company has been informed of the Western Fuels plans to mine an area east of <br />2700 Road and north of BB Road for at least 6 years, only recently has the mine plan been <br />determined in enough detail to allow design of the ditch detour. Since the temporary detour <br />route involves rises and dips, a pipeline must be used. The plans enclosed in this document <br />show the detailed design of the pipeline temporary route and the permanent relocation. <br />After evaluation of all alternatives, it is believed that a high density polyethylene (HDPE) <br />pipeline is the best choice for the temporary and permanent routes. Although expensive, we <br />feel that this design will best suit the long term needs of the CC Co. <br />As of April, 1999, the mine is operating in cuts 40-45 as shown on Map 2.05.3-1. This <br />encompasses the full operation sequence from topsoil stripping to overburden blasting, <br />removal, coal removal, backfilling and soil replacement. A temporary open cut will be left south <br />of BB Road and a detour will be built for BB Road in preparation for the crossing of BB Road in <br />i mid-2000. Mining will proceed north on the Martin and Benson properties until the outcrop is <br />reached south of the BB Road detour. This will occur sometime in mid 2003. In order to balance <br />the low overburden cuts near the outcrop, cuts 66-69 may be taken on the west side of 2700 <br />Road while mining northeast of the Sunshine Corner (intersection of BB Road and 2700 Road).. <br />The portion of ditch to be replaced begins near the eastern portion of the Martin property and <br />ends at the ditch crossing of 2700 Road. This distance is approximately 4616 feet with an <br />elevation drop of 77 feet. This is an average grade of 1.67%. The ditch will be disrupted in early <br />2002, therefore the temporary route will need to be installed prior to this time. Installation would <br />be undertaken well in advance of the irrigation season to ensure that the system is fully <br />functional when it is needed. <br />The logical location for the temporary route is south along the east side of the Martin property, <br />then in a curve on the reclaimed area below BB Road and then west to meet the existing ditch <br />immediately before it enters the existing culvert under 2700 Road. This is a distance of <br />approximately 3800 feet. Review of the final contours in the existing reclaimed area shows that <br />there is a rise in the reclaimed land along the temporary route, thus it is not possible to put the <br />temporary route in as an open ditch. For this reason, some type of pipeline is needed. The <br />Reeder/GarreUJohnson takeoff will be supplied by smaller pipe that will leave the main pipe <br />near the exit and continue north along 2700 Road to the existing distribution box. <br />(REVISED 12/00) Attachment 2.05.3(3) -10-123 <br />
