• 3. Extraction of coal resources; <br />4. Backfilling the portals, grading the area and recontouring <br />the surface to its approximate original contour; and, <br />5. Revegetation and restoration of the affected land to the <br />pre-mining land use. <br />Such practices should result in land use capabilities and productivity <br />levels equal to or greater than those presently found. <br />From the outset, it is imperative to appreciate that the reclamation <br />plan defined in this Section is to be implemented in the area where <br />there has been disturbance from underground coal operations that <br />operated from 1934 through 1966. No attempt has been made by previous <br />operators to perform any reclamation work on these areas. The <br />reclamation plan will be applied to these previous disturbances to the <br />• extent feasible. For example, topsoiling as set forth below may not be <br />fully applicable to previous disturbed areas because no topsoil can be <br />salvaged from these areas. However, the reclamation plan as set forth <br />below will be fully applicable to all lands within the permit area which <br />are in an undisturbed state and as mph as possible to areas which have <br />been previously disturbed. Reclamation for the various aspects of the <br />surface facilities will be implemented following the conclusion of <br />underground mining activities. The general sequence of planned <br />reclamation is presented on the Reclamation Timetable, Figure 4A. <br />The detailed estimate of the cost of reclamation at the planned <br />operations required to be covered by the performance bond, with <br />supporting calculations, is found under Rule 3. <br />As discussed in detail in Section 2.05.3, the mining method planned by <br />the Bear Coal Company is an underground method known as room and pillar <br />mining. The area encompassed by the planned surface facilities for the <br />• Bear No. 3 Portals is shown on the Mine Facilities Map (Map 10). The <br />grading and shaping of the areas to be affected by surface operations of <br />the Bear No. 3 Portals will produce as many flat areas as possible but <br />2.05-27R Revised May, 1987 <br />
