The regulations specify that in suds cases, the permittee must submit a <br />report addressing two poims: <br />The cost of mod~ing all existing treatment facilities to provide jot no salt discharge; <br />The cost of sale minimization from all treatment facilities (to within one ton per day or 350 tons per year). <br />This report shall be due on August 1, 1995. The permittee shall specifically address a minimum of three forms <br />of tremmem and/or comainmem for eao5 poim. The report shall describe in derail eaah jorm of <br />rreatmem/comainmem, the assorimed construction costs, the annual operating cosu and the expected resulting <br />salt loading that would result from such treatmem/comainmem. The Division will review this report. /f the <br />Division determines that it is economically infeasible to construct salt removaUminimiuuion fadGties, no further <br />anion shall be required. /j the Division dererrnines that suds construction is necessary, the permit may be <br />reopened to make appropriate mod~entions. <br />E. Waste Minimiuuian/PoButlon Pnvention <br />Waste minimization and pollution prevemion are two terms that are becoming increasingly more common in industry <br />today. Waste minimization includes reducing the amoum of waste m the source through dranges in industrial processes, <br />and reuse arrd recycling of wastes for the original err some other purpose such as materials recovery or energy <br />production. Pollution prevemion goes hand-in-hand with waste minimization. If the waste is eliminated m the from of <br />the line, it will not have to be treated at the end of the lino The direct benefits to the industry are often significam - <br />both in terms of increased profit and in public relations. <br />This program can affect all areas of process and waste comrol with whidi your industry deals. Elimination or reductiors <br />• of a wastewater pollmam can also result in a reduction of an air pollutant or a reduction in the amount of liaztirdour <br />materials that you have to handle and/or dispose of. <br />This discharge permit does not rpedfirxrlly dictme waste minimization conditions at this time. We strongly encourage the <br />permirtee to develop a waste minimization plan. Several industries haute already developed plans and found thm <br />implemenrmion resulted in substamial savings.
