Box 566 <br />Hotchkiss, CO 81419 <br />~a <br />~~ <br />RE: Technical Adequacy Review for New 111 Permit Application #M-98-019, Grand Pit <br />Deaz Mr. Curry, <br />~~~ <br />DEPARTMENT OF <br />NATURAL <br />RESOURCES <br />Roy Romer <br />Governor <br />IamesS La.hhead <br />Ececuuve Dvptror <br />Michael A Lonp <br />Donlon Director <br />This letter is being written to review technical adequacy issues associated with the new 111 permit <br />application submitted by your company on March 23, 1998, for Permit No. #M-98-019, Grand Pit. <br />These issues must be resolved in order for the Division of Minerals and Geology (DMG) to be able <br />to make a decision regazding approval of this application prior to the cuttent decision date of April <br />22, 1998. Please submit the following information well in advance of the due date: <br />Exhibit C -Mining Plan <br />1. Where will the topsoil be saved onsite? No location of topsoil stockpiles is indicated on the <br />Mining or Reclamation Maps. Also, these stockpiles will need to be seeded with wheatgrass to <br />prevent erosion and weed infestation if the topsoil will be left in place longer than one growing <br />season (as required by Rule 3.1.9.(3)). Please commit to a seeding schedule and seed mix for these <br />stockpiles. <br />2. While it is understood that no groundwater is expected to be encountered during operations, DMG <br />requires a written commitment from the Operator to backfill any groundwater exposed during <br />mining and immediately notify both DMG and the Office of the State Engineer (OSE) before <br />proceeding with fuRher mining. <br />3. What kind of plant will be located in the pit area? Is this simply a washing and screening <br />operation, or is it an asphalt or concrete plant? Please specify. <br />Exhibit D -Reclamation Plan <br />4. On the Reclamation Map, it is stated that a "] 0 foot average gradient of all reclaimed slopes" will <br />be left, but it is later stated that there will be `'2:1 slopes or flatter." Please clarify what the 10 foot <br />gradient statement is referring to, and in which direction this grade will extend. <br />
