Further, previously <br />undisturbed areas that were compacted by overland vehicle travel were scared to a depth of 6" <br />and reseeded with the permanent seeding mix. <br />In anticipation of possible future power requirements for the B-Seam ventilation area, <br />approximately 3400 feet of overhead electric utility lines may be installed as shown on Map 151. <br />Raptor proof poles will be used to minimize electrocution hazards. At the end of the mine life, the <br />poles and powerline will be dismantled and disposed of. <br />III.D.2 Water Suoaly Water for the mine was initially obtained through alluvial wells. The well <br />water was very high in salinity. Hence, the water is now primarily obtained from a surface lagoon <br />created near the well houses. The lagoon collects water from the White River. BME has all the <br />necessary water rights to pump this water and use it for industrial purposes. This water is <br />delivered by pipeline to the D Portal Area as shown in the water balance, Figure III-5. <br />A portion of the water pumped to the D Portal Area is treated by areverse-osmosis water <br />treatment plant and stored in a 40,000-gallon tank for use as potable water. The remaining <br />portion is pumped directly into a 1,600,000-gallon head tank. Water from this tank is used as <br />• makeup water in the preparation plant as well as fire protection and dust suppression water <br />throughout the mine and surface facilities. <br />III.D.3 ~ewaae Treatment A mechanical sewage treatment plant has been constructed within <br />the D Portal area. The effluent, approximately 1,800 gallons per day, will be pumped to the <br />process settling pond in that area. Water from this pond is either used for firewater, dust control <br />or as makeup water for the coal preparation plant. <br />III.D.4 Telecommunication A telecommunication and radio repeater site has been installed <br />along the access road to the water storage area. These facilities aid in field communication at the <br />mine and with the loadout facilities and power plant. <br />III.E Coal Loadout and Railroad Facilities <br />From the slot storage coal is conveyed to the loadout tower for loading into rail cars. Authority <br />under the mining permit ceases once the coal is placed in the rail car. A decision by the Interior <br />Board of Land Appeals (IBLA) affirmed a decision from the Acting Director, Office of Surtace <br />Mining Reclamation and Enforcement (OSM), finding that a railroad and a pipeline, used to <br />transport coat from surface mines, are not regulated by the Federal surface coal mining act. 94- <br />I • Midterm Review (8/2002) III-34 <br />
