• <br />'January 2, 1987 <br />The Honorable Carol Taylor-Little <br />House of Representatives <br />State Capitol <br />Dear Representative Taylor-Little <br />i <br />- - - ~ 1;~ N <br />J!l;l ~.`; ~oF~ <br /> <br />Governor Roy Romer wars reported in the January 1 edition (p.10) of <br />the Rocky Mountain Netiae as saying "The economic summits he has held <br />across the state since he wan the Nov. 4 election are designed to <br />find ways to get the rotate geared up to act", and that he "admits the <br />state caa do little to change the problems created by troubles in the <br />oil, agricultural and mining industries". <br />I believe Governor Romer is very accurate up to the point where <br />national and world economic forces have much to do with the recent <br />problems of these industries. Our Governor certainly can't do much <br />about that. Perhaps Governor Romer and the the state legislature can <br />do something very significant and that is to RE-Ey.~,UA~E.! . <br />.~_. <br />Re=evalai3te the'costs to~the faspaye{ sad to the industries for <br />legislated-regulation that has grown into mindless bureaucracies of <br />costly and unecessary gyei-regulation:-As-an example, allow me to <br />cite a`Case`of~over-regulation involving the Colorado State Mined <br />Land Reclamation"Board.: <br />My family has a very, small)"Momoand_Pop".size hard rock mine near <br />Idaho"Spring§~C3~orado.'-My=son and`I own and operate this mine. We <br />haoe^no'employp~B:'~The mine'is situated about three miles from Idaho <br />Springs along the Trail Creek county road west of Idaho Springs. The <br />road is traveled by numerous year-round residents who commute daily <br />to their jobs in Denver. These folks have had serious traffic <br />accidents at the mine site. The accidents were caused by poor <br />visibility-vehicles going up and down the narrow steep canyon could <br />not see each other as they approached the ore building, constructed <br />many years ago, along a curve in the road. The topography does no[ <br />allow for good approaching visibility along the road. Residents <br />along Trail Creek asked my permission to allow them to remove the <br />obstructing pile of rocks. Wanting to be a good neighbor, I let them <br />bring in their road grader and level it. They, in turn, to express <br />their gratitude, regraded the old mine road that was in need of minor <br />repair. The County Sheriff's records now reflect a drop in the <br />accident rate at the mine location. <br />Before the neighbors made their improvment at the mine, I was sent an <br />inspection report from the CMLRD inspector David Berry dated July 17, <br />1986, The report stated I had no problems but did suggest my bond <br />amount be increased. On September 18, 1986 Mr. Berry sent me another <br />inspection report in which he had observed the improvements made by <br />and for the residents (w'hich do not benefit the mine in any way) and <br />work done by Clear Creek County Roads and Bridge Dept. for <br />maintenance along the county road Cwhich is also not my <br />responsibility). He stated in this report that I now had possible <br />problems and indicated that my reclamation bond must be increased by <br />$750 to $1000. I could iri no way afford this increased bond amount-I <br />was having enough difficulty buying food for the family. It seemed <br />unjust. I asked to appeal to the State Review Board. Shortly after my <br />appeals ;equeat, another inspection report dated October 8, 1986 <br />
