(4) Ponds. Impoundments and Diversions <br />Operation of the Golden Eagle Mine has ceased and all sediment and mine water ponds, <br />impoundments and diversions have been reclaimed as part of final reclamation. Potential <br />runoff from reclamation areas is directed by contouring and ditches (shown on Map <br />Proposed Post-Mining Topography and Permanent Roads) to natural drainage channels. <br />The Golden Eagle Mine had several aces which were outside the sediment control system <br />and were granted small area exemption (SAE) status. These SAE demonstrations may be <br />reviewed in Exhibit 33, Volume 4 of the permit. During the spring of 1997, Basin <br />borrowed topsoil from an azea outside the sediment control system north of the entrance. <br />The modeling of the SAE utilized four sediment control features to minimize the Peak <br />Settleable Concentration. Contour furrows will be installed at 25' intervals down the <br />slope with a ripper running along the contour at a depth of two feet. One line of check <br />dams (straw bales) will be placed at mid-slope and another line will be placed at the base <br />of the borrow area. The area will be mulched at two tons/acre. A grass filter exists at the <br />base of the slope's drainage. The resulting Peak Settleable Concentration was 0.44 ml/I <br />from a total contributing drainage area of 7.1 acres. <br />In response to Stipilation 2, William Boies of CF&I Steel Corporation certified that to the <br />best of his knowledge and information, the sediment control ponds noted as Ponds 003 <br />• and 004 were constructed as designed. Pond 002 was constructed in 1980 for treatment <br />of mine discharge water. Additional holding cells 002A and 002B were constructed in <br />1985. These ponds were reclaimed in 1996. <br />Significant increase in mine water inflow/discharge occurred in 1988. This culminated in <br />the design, permitting, and construction of pond 005.
