• .Introduction <br />At the request of Oxbo+v Carbon and Minerals (as represented by J.E. Stover and <br />Associates), and the Colorado Division of Minerals and Geology and OfTice of Surface <br />Mining, a Class I (files search) cultural resource inventory ofapproximately 320 acres within <br />the Sanborn Creek Mine's potential subsidence impact area was conducted by Carl E. <br />Conner of Grand River Institute Files searches were completed throu~~h the OfTice of <br />Archaeology and llistory Preservation of the Colorado flisturical society and The <br />Uncompahgr,: Resource Area Otlice of the [3ureau of Land Management. r\ Class Ill <br />(intensive) inventory of a ten-acre plot was also completed fur a proposed drill hole location. <br />Field work was performed during the last week of August 1996. The area of direct impact <br />will include about one acre. <br />This project was completed to meet requirements of Article S0. I, Colorado Revised <br />Statutes. r11so, for federally funded or licensed projects, such studies are done to meet <br />requirements of the American Antiquities Act of 1906 (IG U.S.C. 432, 433), the Historic <br />Sites Act of 1935 (16 U.S.C. 461), the National I listoric Preservation Act (NI~PA) of 1966 <br />(I G U.S.C. 470, as amended), the National Grvironmental Policy Act (NGPA) of 1969 (42 <br />U.S.C. 4321), Executive Order 11593 (36 F.R 3921), the Historical and Archaeological <br />Data-Preservation Act (AHPA) of 1974 (IG U.S.C. 469), the Federal Land Policy and <br />Management Act of 1976 (43 U.S.C. 1701), and the Archaeological Resources Protection <br />• Act of 1979 (16 U.S.C. 470aa se ., as antcndcd) <br />These laws are concerned with the is/c•nnjrrcrliorr, ern/unnnu, and pr•olec'liun of <br />fragile, non-renewable evidences of human activity, occupation and endeavor reFlected in <br />districts, sites, structures, artifacts, objects, nuns, works of an, architecture, and natural <br />features that were of importance in human events.
