Haul Road 4 from the CRDA 1 turnoff to the CRDA 3 turnoff is a public <br />road and will not be removed. There are three culvert crossings along <br />this Coal Canyon Road the BLM wants left in-place to better facilitate <br />administrative and public access. From lower to upper they are: 1) twc <br />81" x 59" culverts; 2) dip section with six 36" culverts and; 3) one 72" <br />culvert. By letter dated November 16, 2000, the BLM has agreed to <br />assume responsibility for future maintenance of the culvert crossings <br />upon completion of the drainage reconstruction and wing wall <br />construction and upon approval of final bond release. <br />• <br />Haul Road 5 is used for access to CRDA 1 but is also shared with <br />Public Service Company and will not be removed. Access Road 2 <br />which crosses the North Decline area is used by Public Service <br />Company, Ute Water, and others and will not be removed. Haul Road <br />3 which is used for access to the Unit Train Loadout is covered by <br />reclamation plans for that area but portions of the road may be left as <br />access to the land between the railroad and the Colorado River. Light <br />use Road 1 is primarily another land owner's road which is used by <br />Powderhorn. Most of this road will not be removed. The portion of <br />Access Road 3 used for access to the 2 West Portals is an existing <br />road and will be left in place per the request of surface land owners. <br />Affected land owner consent forms for leaving roads are included in <br />Appendix 14-5. <br />(d) Topsoil removed from disturbed areas has been selectively placed on <br />stable surface areas at the locations shown in Exhibits 8A, 9A, 1 OA, 51 <br />and 52, Tab Section 13. During storage the topsoil is protected from <br />wind and water erosion by a cover of quick growing plants and z <br />protective berms. The surface 6 inch layer of topsoil from infested <br />stockpiles (cheatgrass seedbank) will be removed and used as subsoil <br />where possible. The most likely use of this 6 inch layer will be for <br />refuse area subsoil. <br />r <br />Prior to topsoil redistribution the top four (4) to six (6) inches of the <br />regraded surface will be scarified to eliminate slippage surfaces, relieve <br />compaction, and provide for root penetration. Topsoil will be <br />redistributed using earth moving equipment to place the soil directly on <br />the regraded surfaces with a minimum amount of compaction. <br />14-14 <br />(Rev. 11 /00) <br />
