Long <br />Division Director <br />re: Colowyo letter to CDPHE, April 6, 2001, Re: DMR Report for Colowyo Coal <br />Company, L.P.; Colorado Waste Water Dischazge Permit System Number CO- <br />00045161; Request for Alternate Limits, with attachments. <br />The ls` Quarter 2001 DMR reports were reviewed. Report entries aze consistent with observations <br />taken during CDMG inspections. However, no discharges appeazed to be out of compliance during <br />the CDMG inspection but exceedences are reported in the DMR reports. <br />Outfall OOlA (Streeter Pond). This pond was reported as having discharged. Pazameters other than <br />total suspended solids were reported as within allowable primary limits. Total suspended solids were <br />reported at 100 milligrams per liter (mg/1), above the permitted 70 mg/1 maximum. An average of <br />0.142 MGD was reported (99 gpm). A flow of 54 gpm was observed from the Streeter Pond during <br />the April 18, 2001, 90 gpm during the Mar 21 2001, 157 gpm during the February 20, 2001 and 40 <br />gpm during the December 5, 2000 CDMG inspections. <br />Outfall 002A (Facilities Area Pond). This pond was reported as having no dischazge. There was no <br />dischazge at the time of the February 20, 2001 CDMG inspection. <br />Outfa11003A (Loadout Pond). This pond was reported as having an average of 13 gpm discharge. <br />There was no observation recorded in the CDMG inspection reports for the period. <br />Outfall 004A (Gulch A Pond). This pond was reported as having no dischazge. There was no <br />discharge from this pond at the time of the February 20, 2001 CDMG inspection. <br />Outfall OOSA (Stoker Coal Pond). This pond was reported an average discharge of 13 gpm. It was <br />also reported out of compliance for TSS (120 vs. 70 Max). There was an estimated 20 gpm dischazge <br />at the time of the February 20, 2001 CDMG inspection (dischazge appeared cleaz). <br />Outfall 006A (Rail Loop Pond). The average discharge from [he pond was reported as 0.168 mgd <br />average discharge (117 gpm or 0.26 cfs), and being out of compliance with TSS, SS, and iron. There <br />was a discharge of 0.4 cfs (179 gpm or 0.26 mgd) at the time of the February 20, 2001 CDMG <br />inspection. The SEDCAD analysis indicates a peak discharge from a 10-yeaz, 24-hour event from <br />the pond of 0.89 cfs (399 gpm or 0.57mgd).
