Response to Adequacy Review Comments <br />Coulson Excavating Company, Iuc. - Bouser Grav~~i~E' VE~ <br />ALUG 21 2001 <br />1. Rule 1.6.5(2) ~ivisian of Minerals and Geology <br />An affidavit attesting to the c'vculation of a public notice is attached to the revised exhibits. <br />The State Division of Wildlife was invited to a Neighborhood Meeting that took place on <br />May 30, 2001, in order to discuss any issues with the proposed pit. This meeting was <br />intended to provide an informational question and answer session for all nearby landowners. <br />2. Rule 6.4.6 Ezhibit D -Mining Plan, and Exhibit E -Reclamation Pfau <br />Three sections entitled "On and Off-Site Protection From the 100-Year Flood", "Asphalt <br />Batch Plant", and "Overburden and Weathered Shale Stockpiles" were added to Exhibit D in <br />order to address all comments made to this exhibit. <br />"Due to changes with post-mining land use, Exhibits C, D, E and F have been mod~ed. The <br />reclaimed pit will now have one 65-acre water storage reservoir located within the project <br />area. Please see Exhibits E and F for details. <br />3. Rule 6.4.7 Exhibit G -Water Information <br />Weiland Sugnet, Inc. is currently in the process of drafting a Temporary Substitute Supply <br />Plan, to be submitted to the Office of the State Engineer. This plan will address goundwater <br />augmentation issues. <br />The owner of thevrigation system is also the property and mineral owner, <br />Coulson Excavating Company, Inc. The irrigation system will not be re-installed <br />after mining. Please see Exhibit D "Water Diversions and Impoundments" for <br />additional irrigation information. <br />A set back of at least 100 ft will be maintained from the near edge of the Big <br />Thompson River to the pit boundary. Please see Exhibit D "Pit Setback and <br />Maximum Cell Depth" for further details. Also, please note that during the period <br />of maximum disturbance, the depth of the entire project area will not exceed 34 <br />ft. <br />4. Rule 6.4.12 Exhibit L -Reclamation Costs <br />Comments regarding the Sorenson memo: <br />A cost for pit dewatering (item 7) was added to Exhibit L according to the <br />procedure outlined in the memo; however, the vertical extent of the water column <br />was changed to 25.5 ft. This change reflects an average permit area depth of 32 ft <br />during maximum disturbance, with the groundwater Flood level at 6.5 ft. Due to <br />this change, the cost for pit dewatering is higher than that computed by Mr. <br />Sorenson. <br />- All of the necessary amendments recommended by Mr. Sorenson were added to <br />Item 5 -Liner Construction. <br />
