This special use was
approved after lengthy public debate and many concessions on behalf of the operator to be
prptective of the health, safety, and welfare of our citizens. It was the determination of this Board
that the gravel mine was in the best interest of the citizens of Montrose County.
The Board requests that the MLRB favorably consider the operators request to mine at limited
depth pending the final outcome of the one-year of groundwater monitoring. The site is located in
a geographic area that already has several operating mines. Only one of these mines (Metcalf
Pit) has ever had water and that was found at the contact with the underlying shale over 40 ft.
below the ground surface.
The operator is not a major corporation and can ill afford the burden that the full restriction places
upon his welfare. It should be noted that the reclamation objectives of this site can be met at any
depth.
We have forwarded a brief video of the site and surrounding mines to further enhance your
understanding of the local area. Please contact us if you have further questions or comments.
Respectful)
David A. Ubell
County Commissioner
Leo M. Large
County Commissioner
V-2. )neoy'
P.O.
