Lang <br />Drvisinn DireUnr <br />RE: Technical Adequacy Review of New 112 Reclamation Permit Application <br />Permit No. NI-2000-082, East 8r" Street Operation <br />Dar Mr. Refer: <br />This letter is being written to address technical issues, which must be resolved before the Division of Minerals <br />and Geology (DMG) can approve the new 112 application submitted by your company (File No. <br />M-2000-082). <br />Please address the following concerns prior to the due date of October 9, 2000. <br />Exhibit D -Mining Plan <br />1) The mining plan states that dry mining techniques will be utilized to a depth of 30 feet, but does not <br />state what the depth is to the groundwater table. Please provide this information. <br />Exhibit E -Reclamation Plan <br />I) On page 12 of the application, VI-Reclamation Plan, it is stated that "The final reclamation land use <br />will be as either an open lake or water reservoir." No commitment to the choice of reclamation has <br />been made. <br />The Division is enclosing a "Guide to Specification Preparation for Slurry Walls and Clay Liners as a <br />Component of a Colorado Mined Land Reclamation Permit." If the applicant decides to reclaim the site as a <br />storage reservoir, it is recommended that this guide be used. <br />2) As noted in the Office of the State Engineers (OSE), "Response to Reclamation Permit Application <br />Consideration, which was faxed [o you on September 18, 2000, the proposed operation will consume <br />ground water by evaporation, dust control, reclamation, water removed in the mined product and <br />processing. <br />Prior [o initiation of these uses of ground water, the applicant will need to obtain either a gravel pit or other <br />type of well permit, as applicable. However, prior to obtaining a permit, an approved water supply plan or <br />decreed plan for augmentation is required. <br />Therefore, prior to exposing any ground water to evaporation, the applicant must demonstrate compliance <br />with OSE requirements, in order to be in compliance with rule 3.1.6.
