Stormwater Reouirements (continued) <br />iv) Good Housekeeping - Good housekeeping requires the maintrnance of a clan, orderly facility. This part <br />of the SWMP should address cleaning and maintenance schedules, trash disposal and collection practices, <br />grounds maintenance, etc. <br />v) Spill Prevention and Response Procedures -Areas where potential spills can occur, and their <br />ucompanying dratnage points, shall be identified clearly in the SWMP. Procedures for cleaning up spills <br />shall be identified in the plan and made available to the appropriate personnel. <br />vi) Best Management Practices -The SWMP shall contain a narrative description of the appropriate <br />stormwater management practices for the West Elk Mine. Based on an assessment of the potential of <br />various sources at the site to contribute•t7ollutants to stormwater discharges associated with mining <br />operation, the plan shall provide estimated dates of compliance for when the measures determined to hz <br />reasonable and appropriate shall be implemented and maintained. Any existing controls should also he <br />discussed. The description of the BMPs shall include: <br />(a) Stormwater diversion: Describe how and whero stormwater will be diverted away from material <br />handling and storage areas to prevent stormwater contamination. <br />(b) Materials handling and spill prevention: Where materials can impact stormwater runoff, practices <br />• that reduce the potential for contamination shall bz dzscribed and implemented. <br />(c) Sediment and erosion prevention: Describe practices that will be used to reduce erosion and przcent <br />sediment delivery to State wa[ers. <br />vii) Employee Education -The SWMP shall include an employee education program to inform personnzl :~t all <br />levzls of rzsponsihility of the components and coals of the SWAP. Education should address topics su:h as <br />spill response, good housekeeping and material management practices. The SWMP shall identify ponodi: <br />dates for such instruction. <br />viii) Testing for Yon-Stormwa[er - Thz SWMP shall includo certification that the discharges have bozo tz,tr~ <br />or evaluated for the presence of non-stormwatzr discharges such as mine draina_e, contaminatzd sprin_•.. <br />sanitary waste, or process water of any kind. The certification shall include a description of the result; of <br />any test for the presence of non-swrmwater discharges, the method(s) used, the date of any testing, and ihz <br />on-site drainage points that wire directly observed during the test.
