• E. SPECIAL REQUIItEbIENTS 2. Stormwater Reauiremenfs a. General Limitations PART 1 Piet IB Permi[ No. CO-0078776 1) Stormwater which mixes with process water or mine drainage is subject to effluent limitation guidelines. 2) Stormwater discharges from active or inactive mining operations activities shall not cause or threaten to cause pollution, contaminatitin or degradation of State waters. 3) Bulk storsge structures for petroleum producta and other chemicals shall have adequate protection, so as to contain all spills and prevent any spilled material from entering State waters. b. Stormwater Mana¢ement Plan -Contents and Rec'uirements A current Stormwater Management Plan (SWMP) shall be maintained for the portions of the West Elk Mine that are covered by this section of the permit. The SWMP shall include the following items, at a minimum: I) ascription of Minin¢ Activities. The plan shall provide a narrative description of the mining and azsociated activities taking place at the West Elk Mine, or having taken place in the pazt, which affect or may affect stormwater runoff intended to be covered by this permit. The narrative description shall report the total acrea_•z within the mine site and an estimate of the number of acres of disturbed area. • 2) Area Subject to Effluent Limitations Guidelines. The SWMP shall describt the portions of the site which contribute runoff to areas subject to effluent limitations guidelines contained in 40 CFR subchapter N. 3) Site Mao. The plan shall provide a site map or maps which indicate the following information, at a minimum. For tht tntire area: mining/milling site boundaries and access and haul roads; equipment storage, fueling and maintenance areas; materials handling areas; arias used for storage of overburden, mattrials, soils or wastes; areas used for outdoor manufacturing, storage or disposal of materials; location of mine drainage or any other process water; tailings pileslponds, both new and pre-existing; mine dminage or any other process water dischar¢e points; sprinns, streams, wetlands and other surface waters; and boundaries of areas that contnbutt runoff to outfalls that art subject to tffuent limitations guidelints. For those areas outside of the areas that contribute runoff to outfalls that are subjtct to efluent limitations guidelines: - an estimate of the direction(s) of flow; - stormwater outfalls and an outline of the drainage area of each stortmvater outfalls - each existing structural control measure to reduce pollutants in stormwattr runoff; and - tht location of impervious structures (e. g. parking lots, roofs, etc.) • 4) Description of Potential Pollutant Sources/Mater;rl Im•entorv. The plan shall provide a description of potenti;il sources which may reasonably be expected to add pollutants to stormwattr discharees. The plan shall identih' all activites and materials which may pottntially bt pollutant sources. This dtscription of sourcts should agrct with sourcts identiFed on the sits map.
