The current approved reclamation plan has six <br />phases. Colorado Springs Utilities is requesting to mine phases 4 and 5 before phases 3 and 6, <br />this sequence would allow the operator, to effectively control storm water. The Division <br />approves the change in mining sequence as requested in your letter ofNovember 20, 1998.
