Briefly describe the process steps used in producing the product. Include
a process flow diagram and a discussion of chemicals used at the site and
their final disposition. State the final disposal of all wastewater
streams.
-Coal is mined underground, then goes through the preparation plant for
heavy media separation. This includes sizing, separation and washing of
the coal.
-Chemicals used in the treatment process for the preparation plant
washwater are a poly quaternary amine (Nalco 8852) used for clarification,
and two acrylamide/acrylate polymers, Nalco 8872 and Nalco 7874, both used
for solid/liquid separation. All preparation plant washwater is recycled
in an unlined holding pond (~2).
6. What containment does the permittee have for materials used, processed or
stored on site?
-All of the fuel (gasoline, diesel fuel, oill stored on site is in
above-ground tanks which are diked. However, the magnesium chloride and
the prep plant chemicals are not in diked areas.
Are additional controls necessary?
-The potential for spills from the chemical storage areas is small, but
should be considered during the required update to the Materials
Containment Plan, due within 90 days after the renewal permit effective
date.
Is the Materials Containment Plan adequate?
-No, it does not address the chemical storage areas - whether containment
is needed or not, the chemical type, volume and location should be covered.
