Simpson, P E. <br />State Engineer <br />We have received your letter of December 28, 2006, requesting a substitute water supply <br />plan for the above referenced gravel pit, to cover depletions caused by the existing Hokestra <br />gravel pit, operated by Weld County ("County"j. The required fee of $257.00 for the renewal of this <br />substitute supply plan has been submitted (receipt no. 3612011). The original supply plan was <br />approved on December 3, 2001 and the most recent renewal was approved on September 26, <br />2005. <br />Plan Operation <br />This plan seeks to replace depletions resulting from mining at the Hokestra gravel pit, <br />operated by Weld County ("County"). The depletions that result from the mining operation are <br />evaporation, water lost in mined product, irrigation and dust suppression. <br />The proposed replacement sources are 3.75 Rural Ditch shares owned by Weld County, <br />storage of excess credits in Varra's 112 Pit and fully consumable water leased from the St. Vrain <br />& Left Hand Water Conservancy District ("SVLH"). <br />The County is currently mining the NW cell as shown in Figure 1 and will line the cell in <br />2007. The cell will remain dewatered until it is lined. Once mining in the NW cell is completed <br />the County will dewater and mine the SE cell (shown as the un-mined 9.9 acre cell in Figure 1). <br />DEPLETIONS <br />Mining is occurring at the Hokestra site in the northwest cell adjacent to both I-25 and the <br />St. Vrain River. According to the information provided by the applicant, the County will continue <br />to dewater the cell during the mining process. Currently 70.9 acres of surface acreage is <br />exposed at the Hokestra site, including 70.1 acres outside of the currently mined area and <br />approximately 0.8 acres exposed in the dewatering trenches. Of the 70.9 acres of exposed <br />surface, 56.8 acres were exposed after December 31, 1980 and 14.1 acres were exposed prior <br />to January 1, 1981. <br />
