<br />Horizon Mine #1 and #2, ne. 2 <br />We also observed pond 7, which has a protected inlet for the pit pumpage, and no problems were noted, <br />Pond 7 will also be proposed as a permanent impoundment. There were permanent /year around Canada <br />Geese noted using the ponds. We also observed photos of elk using the reclaimed areas during winter <br />months. We observed the topsoil end dumped piles and topsoil replacement areas on the regraded spoil <br />area, and again, the reclamation is as current as possible. The maintenance shop and material storage <br />areas appeared to be well organized and maintained. Topsoil stockpiles noted were protected, and at1 <br />appropriate mine identification signs were noted. Mr. Gubka is working closely with the County to <br />ensure appropriate rerouting and reconstruction of affected County roads. The necessazy variances for <br />affecting the roads are approved by DMG. This concluded the field inspection. <br />We reviewed permit and environmental monitoring records at the mine office including the following: <br />liability insurance, NPDES permit, current bond amounts, the DMG mining permit that expires <br />May 26, 2003, and does not contain any special permit conditions, quarterly pond inspections are current <br />through June 21, 2001, quarterly DMR's are current through May 2, 2001, with no problems noted, and <br />blasting records were reviewed. Mr. Gubka provided a demonstration of computer modeling /tracking / <br />and records systems which are used in their blast design and monitoring programs. The mine is using <br />state of the art computer systems and extensive personnel coordination to ensure blast safety and <br />compliance. Seismic monitoring is utilized for all but some minor parting shots to record compliance. <br />This concluded the inspection. No off site impacts were observed or noted in the records. The per-mittee <br />should be commended for their contemporaneous reclamation efforts, timely bond release actions, and <br />minimizing off site impacts, with little or no adverse affects to the adjacent Nucla community and <br />surrounding farms. The permittee continues to utilize innovative mining and reclamation practices that <br />are ensuring regulatory compliance and positive integration into the surrounding community. <br />Please address any questions concerning this report to haustinC~osrnre.sov or (303) 670-5475. <br />
