Since one of the rinciple purposes of concentration is to reduce the expense of

Perhaps the major reason for the final selection of the Horafal Flat site, was its
suitability for the safe, efficient, and environmentally acceptable disposition of
the tailings that result from the milling process. Other mountain sites that
• were examined did not afford the opportunity to construct a hillside tailings
structure, with a limited upstream drainage area. Finally, constructing a tail-
ings embankment northeast of the proposed mill building had less visual e$ect
~ on the landscape than any of the other possible mountain sites.

Water rights for the mill have been obtained by the p eha ~~
stock in the Left Hand Ditch Company, which entit a C.O~N _Inc.
rata share of the water available from Left Hand Cree upon the
historic diversions associated with these water shares, the milling complex is
entitled to a minimum of 10.4 acre feet of water per year in a dry year, and a
maximum of 22.53 acre feet of water in a wet year. C.O.M. Inc. intends to di-

State of Colorado's water officials, to enable them tq monitor the amount of
water being diverted for milling operations.
From the point of'divereion, the water is pumped 3,900 feet up Akins Gulch in
a 1 inch diameter pipeline, that is situated on property purchased by C.O.M.
• Inc. At a location 45 feet below County Road No. 52, the water line enters the
portal of the 1lme mine's adit, which passes beneath the county road and ex-
tends 395 feet in a southeasterly direction. 11ie'Ilme mine is connected with
the first level of the Wynone mine byway of a 50 foot deep winze. By mn-
etructing abulkhead in the one mine, and pumping the water from Left Hand
• Creek behind this bulkhead, both the Time and Wynona mines are being used
for the underground storage of water for milling purposes. 'Ibgether, these two
