OMI is flexible with regard to
timing of trenching and pipeline/cable installation, but would prefer to complete
these activities concurrently with the proposed exploration activities for the reasons
noted above.
(6J 7Tie application describes Elk Creek as "intermittent". The USGS quadrangle map
indicates that Elk Creek is a perennial stream. Please address.
Response - In the existing OMI Mining and Reclamation Permit document, Elk
Creek is identified and described as an intermittent stream (refer to pg. 2.04-39n).
This designation appears to be confirmed by the site-specific monitoring data as
presented on pgs. 2.4-41, 42, SOv, SOvi, ~Ovii, SOviii of the permit document and site
observations, which indicate that flow ceases or declines to negligible levels from
approximately late November through early- to mid-March.
~cJ Please replace Exhibit A-1, "Elk Creek Mine Drilling Activities", with an exhibit that
does not include mining-related activities. Please remove references to the relocated
creek, portals, conveyors, new roads and culverts, the mining disturbance boundary,
tanks, substation, trailers, shafts, rock dust storage facility, mine portal bench, and
mine discharge and water supply lines.
Response -The proposed future operational activities were included on the
originally submitted Exhibit A-1 to provide a reference and perspective Eor the
proposed exploration activates relative co overall project plans. Accompanying
these responses are copies of a revised exhibit that shows the current configuration
of the proposed exploration area and includes the designated exploration activities
only. Consistent with the previous-response co Comment 3a, we have included the
water supply and dischazge lines on this drawing as an optional activity subject to
DMG approval.
(d) Please provide a DOW wildlife statement specif c to the proposed exploration activity
in the Elk Creek drainage. Existing DOW statements are either several years old or
pertain to other areas of the mining operation.
Response -The proposed exploration activities will occur in T135, R90W, Section
8. Copies of 'CDOW wildlife statements dated 12/77, 7/80, 4/90, and 11/95
covering various activities in this area were provided with the NOI. Examination of
these wildlife statements would indicate that essentially the same wildlife species and
habitat considerations are addressed in each one, consistent with typical vegetation
communities and wildlife use patterns in this azea. In order co address the stated
DMG concern, however, the CDOW hu been contacted relative to providing a
project-specific wildlife statement. Please refer to the accompanying request letter.
A copy of the requested wildlife statement will be provided co the DMG upon
receipt.
