Purpose and Need for Action <br />The Moffat County Road Department has applied for a free use permit to <br />excavate approximately 100,000 cubic yards of rock. The subject rock material <br />is from stream valley deposits of silt, sand and gravel deposited by the <br />Yampa River. The material taken from the site will be used to service <br />the numerous county roads in the vicinity. These roads are used primarily <br />by ranchers, petroleum industry, coal industry, and by BLM for management <br />purposes and for public recreation purposes. The material is vital to the <br />area's transportation and management needs. <br />II. Alternatives <br />Alternative A <br />The preferred alternative is the proposed action. Since part of <br />the site is previously disturbed and already has access, it is more <br />reasonable to continue operation as proposed instead of relocating <br />and disturbing some other undisturbed area. <br />n <br />Alternative B ~ rocs <br />v~F. <br />-~, <br />Do not grant the permit. Existine Environment <br />The subject area is located approximately six miles south of Lay, Colorado, <br />one-third mile west of the intersection of County Roads 17 and 55 (Map 1). <br />There is an oil and gas application (C-17704) on the subject lands, but <br />there is no other evidence of interest in locatable or leasable minerals, <br />1 <br />
