Pnxr~t <br />' Page NaA <br />Permit No. COG-850000 <br />B. EFFLUENT LIMITATIONS AND MONITORING REQUIItEMENTS <br />2. Stormwater Manaeement Plan (SWMP) <br />A Stormwater Management Plan (S WMP) shall be developed for the portion of each facility covered by this section of the permit. i <br />SWMP shall be prepazed in accordance with good engineering practices. (A registered engineer need not complete the plan.) <br />The plan shall identify potrntial sources of pollution (including sediment), which may reasonably be expected to affect the quality of <br />stotmwater dischazges associated with the mining operation. In addition, the plan shall descnbe and ensure the imptementation of best <br />management practices (BMPs), which will be used to reduce the pollutants in stormwater discharges, associated with mining activity. <br />Mining operations must implement the provisions of the SWMP required under this part as a condition of this permit. The Division <br />reserves the right to request and review the plans, and to require additional measures to prevent and control pollution, as needed. <br />The SWMP shall descnbe all azeas that have not been previously permitted, and which meet the definition of a stormwater discharge in <br />40 CFR 122.26. Examples of such azeas are roads and railroad lines used for transportation to and from the site, outslopes of ponds, <br />inactive loadouts, sites used for storage and maintenance of material handling equipment, and azeas granted small azea exemptions. <br />a) SWMP Contents <br />The SWMP shall include the following items, at a minimum: <br />1) Site Map <br />The plan shall provide a site trap or maps, which indicate, at a minimum: <br />- Mining site boundaries <br />- Access and haul roads <br />- Stormwater ouffalls and an outline of the drainage azea of each stormwater ouffall <br />- An estimate of the direction of flow <br />- Materials handling azeas <br />- Each existing stmcnrral control meastue to reduce pollutants in stotmwater runoff <br />- Areas used for storage or disposal of overburden, materials, soils or wastes, including tailings piles o: ponds <br />- Areas used for mineral milling and processing <br />- Springs, streams, wetlands and other surface waters <br />- Location of mine drainage or any other process water dischazge points <br />- boundary of azea that contnbutes runoff to ouffalls that aze subject to effluent limitations guidelines. <br />- Date the map was prepazed <br />2) Description of Potential Pollutant Sottrces/Material Inventory <br />The plan shall provide a description of all potential sources (activities and materials), which may reasonably be expected to add <br />pollutants to storntwater dischazges. Such sources may include haul roads, equipment storage and maintenance areas, fuel <br />storage azeas, etc. <br />In each case where stotmwater pollution potential exists, appropriate preventive measures tmtst be taken and documented. <br />3) Stormwater Quality Controls <br />Each mining site covered by this permit shall develop a description of stormwater quality controls appropriate for that site, and <br />it~tlemrnt such controls. The appropriateness and priorities of controls in the plan shall reflect identified potential sources of <br />pollutants at the site. The description of stormwater quality controls shall address the following minimum coatponents, <br />including a schedule for implementing such controls: <br />a. SWMP Administrator - The S WMP shall identify a specific individual or individuals within the training organization who is <br />responsible for developing the SWMP and assisting the thine operator in its implementation, maintenance, and revision. <br />b. Materials Handline and Snill Prevention -Where materials can impact stormwater runoff, BMPs that reduce the poten^'t <br />for contamination shall be descnbed. For example, materials should be stored and handled in covered azeas whew <br />possible to prevent contact with stormwater; fuels and other chemicals should be stored within berms or secondary <br />containment devices to prevent leaks and spills from entering stormwater runoff. <br />.rt,. <br />
