Reclamation Plan Revision
As per 30 cFR 740.13 d(3) Dave Trappett and sruce Fowler of my staff reviewed
the technical revision and inspecCed tho proposed reclamation work at the mine
site with you and~JOhn Walters of Grand Valley Coal On November 15, 1996. To
prevant adverse affect on Federal resources other than coal sad to assure Chat
the revision is consistenC with the Crand Junction R@souroe Area land use plan

• ~ 1. The mulch identified in the reclamation plan (straw or native grass hay)
for use on ffi,M surface shall be derti,ES~i:weed~~a,ee-•by-.-the Colorado
Department of Agriculture as per FedQral Register vol 61, No. 143, July
24, 1996, page 38469. A eopY of the "Transit Certificate" shall be
submitted to SLM and approved prior to use of the mulch.
If mulch grown in fields outside the state of Colorado is anticipated to
be uend, HLM shall be Contacted and the inspection program for that
state must be identified. BLM must approve the program inspection
mothods and receive proof of inspection by that program prior to the use
o£ the mulch.
The maXimum extent of surface disCUrbanen of the area to'be recontoured
to a 2:1 slope at the mine site portal shall be staked and/or flagged at
50 foot intervals. Recontouring shall not occur until the azea to be
recontoured is inspected 1rY HLM and HLM confirms that the staked area
agrees with Figure 3.1-7. upon completion of the inspection and

3. The access road from the private property line to the two crack road
turnoff that accesses the lest York of the canyon shall be reclaimed in
the Following manner:
a. The road profile shall be left in place for use by BLM and
members of the Dubuc as authorized by HLM.
