Box 460 <br />Grand ]unction, CO 81502 <br />RE: Raw Water Line Blowoff Discharges <br />Ute Water Conservancy District <br />Mesa Cotmty <br />Dear Mr. Schuster: <br />This letter responds to your concerns regarding whether discharges from raw water line blowoffs require a <br />CDPS permit. You specifically requested clarification regarding whether discharges from your proposed 15- <br />mile raw water line, where it crossed a coal mining property, would require a permit. To date, the Division <br />has not required permits for this type of discharge. However, such discharges are subject to our regulations. <br />The renewal General Permit for Water Treatment Plants, COG-640000, expected to be effective January 1, <br />2000, will include coverage of miscellaneous discharges such as these. When your renewal application for <br />general permit certification number COG-640070 is submitted, it should include a brief description of these <br />blowoff discharges. We will then extend discharge authorization to these blowoff discharges. <br />[t is the Division's intent to require miscellaneous discharges such as these to be controlled through best <br />management procedures that would reduce or eliminate pollution from the discharges. We do not anticipate <br />applying numeric effluent limitations. The best management procedures would be determined by the permittee <br />as appropriate for their particular situations.
