EASTERN MINING DISTRICT
• The proposed permit revision will add approximately 7,680 acres to the permit area, of which approximately 4,440
aches (58%) are associated with the Eastem Mining District. The additional acreage was added to square up the permit
area and accommodate future panels to the north of the Eastem Mining District. The schedule for mining the Eastem
Mining District and the remainder of the districts within the permit area is provided on Map 23, Mine Plan.
The mine plan for the Eastem Mining District is shown on Maps 23. Prior to mining this coal, a new federal lease will
have to be issued for the coal in the following described parcels:
Township SN, Ran eg 86W
Section 21 - N/2, SEl4;
Section 22 - W/2, E/2EJ2;
Section 23 -ALL;
Section 26 - NW/4, NW/4NF/4, and N/2SW/4;
Section 27 - W/2;
Section 28 - NF/4, E/2NW/4; and
Section 33 - NF/4NE/4.
The lease application was submitted on Febmary 1, 1993, and the lease has been issued with an effective date of
Febmary 1, 1996.
Cyprus has acquired the fee coal, located in the Eastern Mining District. During this period, the state coal has been
transferred to Cyprus. Coal ownership is shown on Map 2.
• During the fivo-year permit term (1993 - 1998) covered by this application, mining will continue in the Southwest
Mining District and extend from the present northern extent of the north mains in Section 20, TSN, R86W,
approximately 8,300 feet into Section 17, TSN, R86W. Development mining will occur in gateroads 5 Right through
10 Right, submains in Sections 28 and 29, including 1,000 feet ofdevelopment mining in gateroads 2 Right through 4
Right. The submain will be developed off the 6 Right gateroad and will include up to six entries driven on
approximately 100-foot centers and approximately 5,500 feet in length. When the submains come off the north
mains, up to 7 entries will be driven, plus a sump, as shown on Map 23. A single entry may be driven off the recovery
room for each longwall panel to facilitate longwall moves. This entry will be of similar geometry as the gateroad
entries. Also, an additional entry will be driven at the intersection of the submains and gateroads to facilitate driveage
and recovery operations. These entries are typically less than 100' in length and then turn to the south and tine in with
the gateroad. Longwall mining will occur in panels 9 Right, 8 Right, and 7 Right. These mining areas are shown on
Map 23, Mine Plan, and each mining process, i.e. longwall or development, is designated by a unique pattern on the
map. The 9 Right, 8 Right, and 7 Right longwall panels will involve mining of coal contained in State of Colorado
Lease CO-3229, Federal Coal Leases C-081330 and COC-54608, and fee coal owned by Cypms Western Coal
Company. Gate roads 10 Right, 9 Right, 8 Right, and 7 Right will mine coal from the same parcels as described
above for the longwall panels. The 6 Right gateroad will mine coal from the same leased and fee coal described in
addition to coal mined from Federal Lease D-052547. The 5 Right gateroad will mine coal from Federal Leases C-
081330, COC-54608, and fee coal owned by Cypms. The submains will see coal mined from Federal Leases D-
052547 and C-081330 and private coal owned by Twentymile Coal Company in the SW/4 of Section 28. The North
Mains will mine coal from Federal Coal Lease C-081330, fee wal owned by Cypms, and from coal in State Lease C-
609. The remaining five-year blocks are shown on Map 23. The surface ownership for the Eastern and First North
Mining Districts is shown on Map 1, Surface Ownership. The render is referred to this map for location of the parcels
owned by the various companies, individuals, or governmental entities.

~1PF~~~~ AFp, 2 4 2609
Permit Renewal No. 3 2.05-7 12/10/98
