_ Section 780.11(b) Continued.
•
The volume of the temporary overburden stockpile was estimated aY 7,100,000 cubic
yards. A plan view of the original pile is provided on Map 34a, Kerr Mine Area
Premining Topography. This volume was determined through aerial photogrametery
and related volumetrics and reflects all additions to or removal of material from the
stockpile.
Dependent on variations in material properties, conditions at the time of recovery and
placement, and material handling and placement methods, material swell may vary
significantly. Significant changes in material placement methods and material
breakdown as a result of multiple handling will have the greatest impact on swell
factors. A detailed discussion of material swell factors is presented on page 780-4aa.
As shown on Map 31, Kerr Mine Area Soil Removal and Storage, nine temporary
topsoil and subsoil stockpiles were constructed. These new topsoil and subsoil
stockpiles have been strategically located and designed to accommodate the design
volumes shown on Map 31a, Kerr Mine Area Soil Removal and Storage, with 3:1 slope
• or less. Stockpiles were maintained and seeded with a rapidly growing cereal grain
species so as to minimize erosion. No traffic will be permitted on the stockpiles.
Stockpiles are appropriately marked with conspicuous signs made of a durable
material. Generally, stockpiled topsoil will not be moved until required for
redistribution on a regraded area. Topsoil will be redistributed so as to achieve an
approximate uniform and stable thickness and to minimize compaction. On cessation
of all mining operations, all topsoil stockpiles will be removed and topsoil will be
redistributed prior to revegetation.
Coal Handling Storage and Transportation Areas and Structures
All coal removed from the mining area was hauled to the Kerr Tipple Area where it
was stockpiled until crushed and loaded

TR-19 780-10a Revised 11/98
