I ~ Section 780.711b) Continued. <br />coal processing waste be used for embankment construction. All fill material will be <br />selected to exclude sod, large roots, and frozen material. Placing and spreading of fill <br />material will begin at the lowest point of the foundation. All sedimentation ponds will <br />be inspected during construction and, upon completion, will be certified by a <br />Registered Professional Engineer. <br />At present, no modifications are planned for the existing sedimentation ponds. Any <br />modifications proposed in the future will be submitted to the DMG far approval and <br />modifications will not be initiated until plans are approved, except where emergency <br />modifications may become necessary to protect public health or safety, or to prevent <br />damage to the environment. All modification plans will be prepared and certified by a <br />Registered Professional Engineer. <br />All ponds will be examined periodically for structural weakness, erasion or other <br />hazardous conditions. Inspection reports and plans for any necessary repairs or <br />maintenance-related modifications will be submitted to the DMG. Maintenance will <br />include mowing and cutting of excess vegetative growth to facilitate inspection and <br />repair; keeping ditches, culverts, and spillways free of debris; and regular removal of <br />combustible material other than mulch and other material required for erosion control <br />and surface stability. Sediment will be removed from all sedimentation ponds when <br />the total sediment volume accumulates to 60 percent of the design sediment storage <br />volume. Accumulated sediment will be removed and placed in existing topsoil or <br />subsoil stockpiles, provided such sediment meets appropriate topsoil or subsoil <br />suitability criteria. <br />Except where sedimentation ponds are retained to support postmining land uses, or to <br />comply with State or Federal requirements, all ponds will be completely removed and <br />associated disturbance areas reclaimed. Pond removal and reclamation will occur after <br />the associated disturbed arealsl has been restored, vegetation requirements met, and <br />the quality of runoff from reclaimed disturbance areas is similar to the premining <br />quality of the receiving drainage las established by baseline water quality dotal. Pond <br />reclamation will typically involve removal and disposal of discharge structures, grading <br />of any embankment fill material into the pond, basin, and grading of the pond <br />disturbance are to blend with the surrounding terrain. Soil required for reclamation of <br />sedimentation pond sites will be stored in soil stockpiles adjacent to pond areas as <br />TR-19 780-9 Revised 11/98 <br />
