~) A description of each road, conveyor, or rail system to be constructed, used, or maintained within the <br />proposed nerntit area. The description shall include a ma~nrenazed in accordance with 2.10, appropriate cross- <br />. sections, and the followine: <br />(i) Specifications for each road width. road eradient, road surface, road cut. fill <br />embankment. culvert, bridge, drainage ditch, and drainage structure. <br />(ii) A report of appropriate geotechnical analysis. where approval of the Division is <br />required for alternative specifications, or for steep cut slopes under 4.03.2(1)(3). or 4.03?(3)(d). <br />(iii) A description of measures to be taken by the applicant for alteration or relocation <br />of a natural draiuagewav tinder 4.03.1(4)(a)(i). 4.033~)(a)(i), or 4.03.3(4)(d). <br />(iv) A description of measures. other than use of a rock headwall, to be taken to protect <br />the inlet end of a ditch relief culvert, for approval by the Division under 4.03.1(4)(e){vi)(c). <br />(v) A description of measures to be used to ensure that the interests of the public and <br />landowners affected are protected if. under 2.07~2)(d)(iv), the applicant seeks to have the Division approve: <br />~ 4) Conductive the Proposed surface mining activities within 100 feet of the <br />right-of-wav line of any public road, except inhere mine access or haul roads ioin that right-of-wav; or <br />(B) Relocation the public road. <br />(i) Drawings and specifications for any stream fords proposed for use as temgorarv <br />contruction routes. <br />{vii) The plans and drawings for each haul road and access road shall he prepared by, or <br />under the direction of, and certified by a qualified, re~~istered professional engineer, experienced in the design and <br />construction of roads, as meeting the requirements of this rule; current, prudent engineering practices; and the <br />design criteria of 4.03.1 and 4.03.2. <br />RESPONSE <br />Five types of roads will be utilized for the surface facilities; 1) Access/Haulroad; 2) Haulroad; 3) Access Roads; 4) <br />East/West Ramps to the portal area; and 5) Light-Use Roads, such as those to the powerline substation. Locations <br />of roads aze shown on Map 24, Surface Facilities; Map 26, Fish Creek Borehole Area Facilities and Access Road; <br />Map 29, Reclamation; and Map 39, Substation and Powerline Location. <br />1. Access/Haulroads <br />IA. Access/Haulroad <br />The Access/Haulroad as shown on Map 24, Surface Facilities and Map 24A, Road Location and Classification, <br />extends from Routt County Road 27 to the road intersection near the fresh-water borehole. Although the posted <br />speed limit for this road is 30 mph, road horizontal alignment is based on a 40 mph design speed, for safety reasons. <br />Horizontal and vertical alignment have been cazefully coordinated so that no horizontal curve begins or ends at the <br />crest or sag of a vertical curve and in such a manner as to control erosion, simplify drainage design, maximize <br />safety and environmental protection. Across-section and centerline profile of the Access/Haulroad is shown on <br />Map 30, Road Profiles and Cross-Sections.
