• Established a catchment basin downstream of the primary clean-up activities (using an existing natwal <br />basin and a straw bale/sand-bag filter dam) to intercept suspended coal fines that might escape intermediate <br />catchment structwes <br />• • Progressively established temporary intermediate catchment structwes (straw bale/sand-bag/silt fence filter <br />dams) at strategic access points below individual stream clean-up azeas prior to initiating clean-up activities <br />• Progressively recovered deposited coal fines from individual stream segments using a combination of low- <br />presswe water hoses and wet-vacuum equipment. The recovered coal fines were placed in an excavated <br />basin on the southeast edge of the coal refuse pile azea (Area 3, where coal refuse had not yet been placed <br />and compacted to drain and dry-out). The dried coal fines were then placed on an active refuse pile area for <br />disposal using standazd coal refuse disposal methods (placement and compaction). <br />• Recovered accumulated coal fines from both the intermediate and final catchment structwes, and disposed <br />of them as noted above <br />• Removed the intermediate catchment structwes <br />• Flushed residual loose material from the stream channel by increasing the discharge flow from Pond A for <br />a limited time period <br />• Recovered accumulated coal fines from the final catchment structwes <br />• Removed the final catchment structwe <br />(bl A description of each existine structwe, for which there are specific design criteria or performance <br />standards specified in these Rules. prooosed to be used in connection with or to facilitate the surface coal <br />mining and reclamation operations. The comnliance plan shall include: <br />Al Design specifications for the modification or reconstruction of the structure to <br />meet the reauirements of these Rules: <br />B) A constmction schedule which shows dates for be inning and competing interim <br />steps and final reconstruction: <br />(Cl Provisions for monitoring the structwe during and after modification or <br />reconstruction to enswe that the performance standards of these Rules are met; <br />(Dl A showing that the risk of harm to the environment or topublic health or safety <br />not significant durine the period of modification or reconstruction. <br />RESPONSE <br />All existing structures have been constructed In accordance with C1v1LRD Pemut No. C-82-OSb, approved <br />April 16, 1984, and associated revisions. Rule 2.05.3(3), Mine Facilities, describes modifications on <br />reconstruction of buildings and coal handling facilities planned under this permit revision.
