<br />Section D.12 Accidents and Emergency Response <br />59. The Division will include the following specific condition as a component <br />of their recommendation of permit approval: <br />Prior to introduction of Sodium Cyanide, caustic soda, or other <br />dangerous chemicals onto the mine site property, Battle Mountain <br />Gold will prepare and submit an emergency response based on the <br />final design of the facility. This information should include <br />identification and contact information (phone number, address) of <br />persons or agencies to be contacted such as the County Sheriff, <br />Colorado Department of Health, Water Quality Control Division, and <br />the Colorado Division of Wildlife. The order in which the various <br />persons or agencies should be contacted, spill mitigation methods <br />(detoxification materials, methods, and procedures and .assurance <br />sampling), spill impact and mitigation monitoring (water, <br />spill-flow-path soil sampling, including sampling parameters), and <br />emergency documentation and reporting procedures should be <br />included. A Flow-chart outlining the procedures to follow and <br />persons to contact would be helpful to site personnel at a time <br />when quick, deliberate action is required. <br />EXHIBIT - RECLAMATION PLAN <br />Section E.2 General Reclamation Procedures <br />Section E.2.1 Topsoil/ Growth Medium Stockpiling and Use <br />62. The Division intended to identify topsoil as the combination ~of the A and <br />B horizons; it is these horizons that are required to be segregated and <br />stockpiled separately from the spoil (subsoil) below it. <br />Section E.3 Reclamation Implementation <br />Section E.3.1.1 East Pit <br />68. Figure E.3.1-1 provides north to south and east tot west cross sections <br />of the reclaimed east pit. Figure E.3.1-1 has been corrected to refers the <br />reader to Figure C-3 rather than Figure D.3-3 for cross section locations; <br />Figure D.3-3 presents the "Section of South Waste Rock/Tailing Disiposal <br />Area". Figure C-3 illustrates the "San Luis Project East Pit Design", but <br />does not provide cross section locations. Please revise figure C-3 to locate <br />the cross section locations. <br />
