In general, the responses were specific and <br />adequately addressed our concerns. There are, however, three (3) items <br />remaining which require clarification. These are noted below: <br />The response reiterated that only conventional flotation reagents will be <br />used for pyrite recovery in the final clean-up step in the processing. <br />This response is acceptable if the applicant adheres to this commitment. <br />Any changes to the reagents used in processing will require notification <br />to the Division and technical revision of the permit. <br />5c. The applicant responded that the peat used for treatment of mine and mill <br />effluent will be incinerated and the ash backfilled in the underground <br />workings. The ash is expected to contain high concentrations of metals. <br />A potential problem exists if ground water is allowed to contact these <br />back stowed solids. The Division recommends a sample of the ash be <br />analysed according to the currently-accepted EPA extraction procedure <br />(EP) toxicity from the first batch of peat fired. This will identify the <br />characteristics of the waste and its relative toxicity. <br />As on-site disposal has been chosen, and the underground workings are <br />required to be dewatered (Page C-4), a location for disposal of ash <br />solids should be identified which avoids potential contact with ground <br />water under non-pumping conditions. A location within the workings which <br />will remain dry during mining and upon reclamation should be identified. <br />Please describe further your plan in this regard to insure the potential <br />for water quality degradation will be minimized. <br />The identification of water rights to supply water for the operation has <br />yet to be finalized. The operator has committed to providing this wherr <br />available from a title search.
