materials mined, handled or disposed ofwithin the permit area. <br />AI will comply with applicable Colorado water laws governing injury to existing water <br />rights and with applicable state and federal water quality and dredge and fill laws and <br />regulations, AI has applied to the Colorado Office of the State Engineer for approval of <br />the use of water at the site. In addition, AI received a 404 permit from the US Army <br />Corps of Engineers regarding the placement of fill in the wetlands. <br />AI will concurrently mine and reclaim the site to protect affected land and aid in erosion <br />control. This process will minimize the exposed overburden stockpiles by limiting the <br />total volume of stockpiled material. Silt fences will be installed to control erosion of the <br />affected lands, including material stockpiles. The placement of the overburden and other <br />material stockpiles will be located to minimize the impacts of erosion. AI will seed and <br />revegetate stockpiles that are to remain undisturbed for more than one yeaz. <br />Topsoil will be stockpiled sepazate from other spoil. <br />AI will comply with the standards and conditions applicable to classified and unclassified <br />groundwater as regulated by the State Engineer's Office. AI conducted a Groundwater <br />Modeling Study and installed monitoring wells to establish pre-mining conditions and <br />monitor the impacts of mining. AI has developed a Groundwater Modeling and <br />Mitigation Plan based on the information they have gathered about conditions at the site. <br />In addition, AI has applied to the Colorado Office of the State Engineer for approval of <br />the use of water at the site. <br />AI will protect the existing and "reasonably potential" future uses of groundwater. AI is <br />in the process preparing a temporary substitute supply plan to augment evaporative loss <br />from the mining operation. <br />The mining and reclamation plans take into account the safety and protection of wildlife <br />on the mine site and along access roads to the mine site with special attention given to <br />critical periods in the life cycle of those species which require special consideration. The <br />site will be mined in phases thereby limiting the amount of disturbance at any one time. <br />In addition, the site will be concurrently reclaimed, again minimizing the disturbance to <br />the greatest extent possible. <br />Topsoil shall be removed and segregated from other spoil. Topsoil stockpiles shall be <br />stored in places and configurations to minimize erosion and located in areas where <br />disturbance by ongoing mining operations will be minimized. Once stockpiled, topsoil <br />will be re-handled as little as possible. The topsoil used for perimeter screening berms <br />will be seeded to dryland grass or another appropriate cover crop to control weeds and <br />prevent erosion. <br />In those azeas where revegetation is part of the reclamation plan, land will be revegetated <br />in a way as [o establish a diverse, effective, and long-lasting vegetative cover that is <br />capable ofself-regeneration without continued dependence on irrigation or fertilizer and <br />is at least equal in extent of cover to the natural vegetation of the surrounding area. <br />AI will post appropriate signage at the entrance to the mine site and the boundaries of the <br />affected site will be cleazly mazked. <br />AGGREGATE INDUSTRIES - HAZELITNE MINE MLRB 1 12 PERMIT <br />
