EXHIBIT D -MINING PLAN <br />The information provided in this Section is intended to satisfy the requirements outlined in <br />Section 6.4.4 of the Colorado Mined Land Reclamation Boazd's Construction Material Rules and <br />Regulations. <br />(a) Description of the methods of mining to be employed in each stage of the operation as <br />related to any surface disturbance on affected lands <br />Aggregate Industries - WCR, Ina (AI, Aggregate) will mine the site in three phases. A <br />conveyor system will be installed under 104x' Avenue to convey the aggregate material so <br />that it can be processed at the plant serving the "Cooley Reservoir and Fulton Wildlife Area - <br />File #M-99-034." The mining sequence will begin in Phase 1 and continue in order through <br />Phase 3. Topsoil and overburden will be stored outside the floodway in Phases 1 and 2 and <br />in the mine floor during concurrent mining and reclamation for all three phases. <br />The mining operation does not propose to generate hazazdous materials or waste. Fuels and <br />lubricants stored and/or used on site in association with the mining operation aze managed in <br />accordance with applicable State and Federal regulations, including a Spill Prevention, <br />Control and Countermeasures Plan (SPCC) developed and certified by a registered <br />professional engineer. The SPCC plan provides for appropriate containment and spill <br />response measures. Both the SPCC and Stormwater Management provide for regulaz <br />inspections of general plant conditions, containment azeas and facilities associated with the <br />use or storage of fuels and lubricants. These plans are updated as required to reflect changes <br />in facilities or best management practices. Furthermore, monitoring of dewatering operations <br />is conducted in accordance with the CDPS discharge permit for this site which sets forth <br />formal monitoring parameters that include weekly visual monitoring for oil and grease. <br />Site Preparation <br />Initial disturbance of the property will include: installation of a slurry wall; relocation of the <br />Bull Seep Ditch; prepazation for the road crossing for the conveyor; construction of the <br />dewatering trench around Phase 1; construction of the haul road; and construction of the <br />berms at the Fulton Ditch using overburden and topsoil. These berms will be seeded to <br />dryland grass and then removed when reclamation is complete. <br />Proposed Mining Process for Each Section <br />After the mine azea is dewatered, scrapers will strip the topsoil and overburden and either <br />stockpile it along the perimeter of the area to be mined, or use it for the creation of the berms. <br />The overburden will ultimately be used in reclaiming and sloping the shoreline or filling in <br />the mined azea (refer to reclamation plan map for details). Next, sand and gravel will be <br />excavated by afront-end loader and transported onto the conveyor system to be conveyed <br />under 104x' Avenue to the "Cooley Reservoir and Fulton Wildlife Area -File #M-99-034" <br />for processing. <br />AGGREGATE INDUSTRIES - HAZELTINE MINE MLRE 112 PERMIT <br />
