<br />Revised 1 August 1994 <br />REVISED SECTION V. <br />EXFIIBIT D -MINING PLAN <br />The proposed Cooley Gravel Company Longmont Operation comprises approximately 213 acres of <br />rangeland lying east of Boulder Creek and nonh of County Road 20.5 in southwestern Weld County. <br />The entire site lies within the Boulder Creek floodplain. Surface mining of alluvial sand and gravel is <br />proposed for the entire site within normal setbacks with awetlands/wildlife buffer zone to be <br />established along Boulder Creek. Following mining, the site will be reclaimed as an open lake or as a <br />sealed water storage reservoir with both reclamation plans having a revegetated, irregular shoreline for <br />wildlife habitat. The purpose of this exhibit is to describe in detail the proposed mining plan for the <br />operation. The accompanying Figure D-1, Exhibit D -Mining Plan, portrays the elements of the <br />proposed mining operation as described in this narrative. <br />Concurrent with the submittal of this Regular (l12) Permit application to DMG, Cooley has also <br />submitted an application for a Special Use Permit for sand and gravel mining and reclamation to the <br />Weld County Board of County Commissioners. The content of that application is essentially identical <br />to this State permit application. The differences include a County format permit application form and <br />the addition of a Road Maintenance Agreement. <br />Cooley is proposing to mine the property in five phases as shown on Figure D-l. Phase One will <br />include development of the gravel plant, and [he asphalt and concrete batch plants, on approximately <br />1 l.4 acres and 10.6 acres at the southeast corner of the site and near the middle of the northwest <br />quarter of Section 16, respectively. Phase One mining will consist of approximately 51 acres <br />surrounding the plant azeas. Phase Two will extend mining to the buffer zone along Boulder Creek to <br />the west and northwest, and north to the boundary between Section ]6 and Section 9. Phase Two will <br />encompass approximately 89 acres. Phase Three comprises the approximately 38 minable acres of the <br />quarter-quarter section of Section 9 within the Cooley property. Phase Four-A will consist of <br />removing the concrete and asphalt batch plants and mining the 10.6 acres below these former plant <br />sites.
