NI-97-054 <br />Dear Mr. Gast: <br />On July I6, 1997, the Division received a letter of comment regarding the Parkdale Project permit application. <br />The letter is from a Mr. David Burch and he apparently represents Echo Canyon River Expeditions, Inc.; Tourism <br />Association of Colorado and Colorado River Ou[fitters Association. A copy of his letter is attached. <br />It may be beneficial for you to contact Mr. Burch to discuss with him how you believe the plans for the Parkdale <br />Project address his concerns. . <br />If your application does not adequately address surface and ground water impacts; river sedimentation; dust (from <br />topsoil stockpiles) and negative impacts on trout fishing (trout) you should provide supplemental information to <br />fully address these issues. You can do this directly in answers to Mr. Burch's comments or you can wait until the <br />Division reviews the application and provide your answers in the form of adequacyreview responses. <br />Mr. Burch's concerns regarding noise and the fast nature with which this is being handled are not areas the <br />Division has jurisdiction or control over. A local agency would regulate noise and the Act and regulations <br />establish time frames within which reclamation permit applications must be considered. The Colorado <br />Department of Public Health and Environment -Air Pollution Control Division regulates dust from extraction <br />operations artd processing, through Air Quality Permits. <br />Please call if you have questions. <br />Sincerely, ~~ <br />Lany D.
