0 <br />The following safety precautions will be strictly adhered to during surface <br />blasting operations: <br />- Audible waraing signals and oral notices will be given to all persons within <br />one-half mile of the blasting gate. <br />- Blasting will be conducted at times announced during the blasting schedule <br />except in hazardous situations, approved by the Division, where safety <br />requires unscheduled detonation. <br />- All-clear signals of a different character than the warning signal will be <br />given after each blast. <br />- All signals will be audible to all persons within one-ha1P mile and each <br />person who works within the mine site area will be instructed of the meaning <br />of the signals. <br />- 5festern Fuels will poet blasting warning signs at the entrance leading to the <br />mine site and in the immediate viciaity of the blasting area. <br />- Access to the area subject to flyrock will be controlled to prevent <br />unauthorized personnel or livestock from entering the area. A blasting <br />representative will survey the area and announce the site safe following each <br />blast. <br />- There are no dwellings or structures in the vicinity of the blasting site <br />that can be damaged by the effect of airblast. <br />- Flyrock, including blasted material, travelling along the ground will not be <br />cast beyond the permit area. <br />- Blasting x111 be conducted to prevent ia~ury to persons and damage to <br />- property outside the boundary of the permit area. <br />There will be no change in the course, channel or availability of groundtirater <br />outside the permit area due to the extremely long distance from the blasting <br />area. <br />- Because there are no private dwellings or public buildings within several <br />miles of the blastin site, western Fuels contends that the maximum peak <br />particle velocity requirement of 1 inch per second can easily be met. <br />- Western Fuels expects that the maximum xeight of explosives that will be <br />detonated at one time in any 8 millisecond period will be less than 300 <br />pounds. <br />- There are no private dwellings, public buildings, disposal wells, petroleum <br />or gas storage facilities, municpal water storage facilities, fluid <br />transmission pipelines, gas or oil collection pipelines or water and sewage <br />Iines within 1,000 feet of the blasting site. <br />Blasting Records <br />A record for each blast will be retained and be available for inspection for a <br />period of three gears following detonation. The records will contain the <br />following: <br />1. Name of operator conducting blast. <br />2. Location, date and time of blast. <br />3• Name, signature and license number of blaster in charge. <br />4. weather conditions. <br />5. type of material blasted. <br />6. Number, holes, burden and spacing. <br />7. Diameter and depth of holes. <br />R. Types of explosives. <br /> <br />100 ~ g <br />
